A harem series places a single protagonist at the centre of a group of characters romantically interested in them. The configuration, rather than any particular tone, is what the label describes.
This is the structural point. Choosing removes the premise, so the genre develops elaborate machinery for deferral — interruptions, misunderstandings, contrivances that prevent a conversation from finishing. A harem that resolves has ended.
Serialisation reinforces this: a commercially successful series has strong incentive to sustain the configuration indefinitely.
Harem leads are frequently criticised as bland, and there is a reason. A strongly characterised protagonist would have preferences, and preferences collapse the structure. The lead is often deliberately neutral so that each reader can attach to whichever character they prefer.
The more interesting examples give the surrounding characters lives and goals independent of the protagonist, so the cast is not defined solely by their interest in one person. Others acknowledge the absurdity directly, or actually commit to a resolution and deal with the consequences.
Reverse harem inverts the genders, with one female protagonist among multiple male interests, and is common in shojo and josei.

Nine is humanitarian & sage — endings, compassion, and the closing of cycles. The reference files it as a completion. Read that way, what the entry is really recording is the 9's sense of a cycle closing and something being released.
